Guns or Butter?

If the right-wingers are right, that there is no trade-off between fighting an endless insurgency in Iraq and having a fully staffed and functional national guard on hand ready to aid during times of domestic disaster, then how come guardsmen are being sent home from Iraq and Afghanistan to help out in the Katrina-ravaged Gulf?
