Turns out that George Bush, "within days of the Sept. 11, 2001, attacks at the World Trade Center and the Pentagon," signed a directive permitting the "transfer [of] suspected terrorists to foreign countries for interrogation." We know what that means: it means transferring people to countries with, as the economists might say, comparative advantage in torture. The details here.
